安装后可直接使用，windows下的properties文件（I18N）都可以直接用它打开，后缀名配置好了的。

原来是Eclipse用于Properties编辑的一个插件（JAVA开发），由于每次IDEA环境下不方便，所以把它变成了可安装版本，用于直接打开Properties文件，并添加了汉化配置，用install4j包装，方便/放心使用。
